Who Owns the Pay Button

Europe is swapping its checkout rails, banks are deciding what AI agents may touch, and US regulators want community banks to issue stablecoins.

From a Dutch checkout to a European network: iDEAL payments start moving onto Wero rails.

The Lead

For about twenty years, Dutch shoppers have paid online with iDEAL. On Monday, eleven Dutch banks started moving that habit onto Wero, the payment brand of the European Payments Initiative. It is the first market where Wero does not have to win checkout volume from scratch: it inherits more than 1.5 billion payments a year, with a migration deadline at the end of 2027.

The same question runs through this week's other stories: who decides whether a payment goes ahead? In Europe, Verification of Payee now checks the name before a transfer leaves. In the US, the largest banks are drawing a line around AI agents that want to move customer money. And the OCC is inviting community banks to issue their own stablecoins under the GENIUS Act.

Verification of Payee Is One Year Old. Instant Payments Are Still Testing Europe.

The consumer name check works, but corporates are opting out at scale and fraud on instant payments keeps rising. For payment and e-money institutions, the real deadline is still ahead in 2027.

Your AI Agent Wants to Move Your Money. Wall Street Said No.

America's largest banks are drawing a hard line around autonomous access to customer accounts. Europe is testing a different model: agents may search, choose and initiate, but the customer and the bank still control the payment.
